Maria asks…Why is the word will a modal verb?Here's my only guess:
Since future-tense verbs describe actions that haven't yet happened, they can only be taken as an indication of the speaker's intentions. Specifically, this pushes the construction into the commissive mood.

Wiktionary gives this example for the commissive mood:
"I will kill you if you do that."
So, general statements using "I/you/he/she/they will" simply neglect to mention all the conditions required.
