How can I build muscle with out hitting the plateau effect?

How do I build muscle without hitting the plateau effect? I would like to gain 20 - 30 pounds in muscle. I weigh between 135 and 142 and 17 percent body fat. For my body fat percentage I would like to be around 10 to 15. How can I do this?
